I mean, if every Time Lord had their own TARDIS, how did each Time Lord, and each regeneration of a Time Lord, determine what time to return to Gallifrey? Is there some sort of Gallifreyan Standard Time? A special clock inside a TARDIS that determines when is it safe to go back to avoid a Paradox?

How about why only...timelords can regenerate!
Gallifrey is outside of the rest of the universal time line. you can’t travel in a non-liner time line there.
Gallifrey runs on its own linear, absolute time separate from the rest of the universe.
